Description | The Resident Coordinator system encompasses all organizations of the United Nations that have operational activities in the country. As the designated Representative of the UN Secretary-General and leader of the UN Country Team (UNCT), the UN Resident Coordinator (UNRC), in consultation with the UNCT, assumes overall responsibility for and coordination of the developmental activities of the UN carried out at country level. This is done in conformity with the objectives and priorities of the Host Government and in accordance with the mandates and objectives of the various UN organizations. The UNCT comprises representatives of the UN funds and programmes, specialised agencies and non-resident UN agencies. Since early 2011, the UNCT has been implementing the Delivering as One approach together with Government in order to increase UN coherence, effectiveness, and cost-efficiency. The UNCT is committed to following the UN’s Human Rights Up Front approach.Closely linked to the responsibilities in support of UN programming, the UN Programme Analyst works directly with UN agencies and Government in supporting the localization of the 2030 Agenda for Sustainable Development with a strong focus on Human Rights – in particular to confront rising inequalities in Ghana, meet the commitment to leaving no one behind, ensure access to justice for all, and accelerate progress towards gender equality. The timing is critical now to integrate support for the Sustainable Development Goals into UN programming, data generation and use, monitoring and reporting processes.Human rights are central to the 2030 Agenda and thus to the UN Sustainable Development Partnership 2018-22 sets human rights as a cross-cutting priority. This includes supporting the recognition and protection of the rights of migrants and refugees, minority populations, and vulnerable and ostracised groups (including LGBTI persons, the prison population, persons with disabilities, and persons living with HIV/AIDS).As an integral part of the UN RC Office team, the UN Programme Analyst serves as the dedicated focal point on human rights and for the UN Gender Team and supports the UN system’s gender advocacy, normative functions and programming. Linked to this function she/he provides technical support to the United Nations Sustainable Development Partnership (UNSDP) (the One Programme) and related joint UN programmes. The incumbent’s close collaboration with the UNSDP Results Groups in planning, monitoring and evaluation, will promote and strengthen human rights, gender mainstreaming and women’s empowerment across all UN work and improve coordination across Result Groups and with UN agencies.The UN Programme Analyst is supervised by the UN Resident Coordinator. The incumbent will have a limited set of well-defined key functions and deliverables, agreed in annual work plans. At the same time, the dynamic context and broad scope of UN reform will require the incumbent to demonstrate flexibility in supporting and backstopping tasks in other areas such as UN communications, humanitarian coordination, external partnerships and joint resource mobilization, as required.The UN Programme Analyst works as part of the RC Office and is an integral member of its team to ensure effective and transparent coordination of UNCT activities. This requires working collaboratively with UNCT members; programme, operations and communications teams of the UNCT; Headquarters UN Development Operations Coordination Office (DOCO) staff; Government officials; and technical advisors and experts from multi-lateral and bi-lateral development partners and civil society organisations.
